I didn't fill deemed universities in first round of all India counselling. So can I fill them in second round ?

Yes you can. Now NMC will release the online registration process for Round 2 on November 18th. But because you have already registered, you needn't re-register. You can fill the choices and lock them. You can check the schedule at: https://mcc.nic.in/UGCounselling/Documents/Edited-Schedule-dated-29.10.2020.pdf . Choice locking will be open from 3pm on November 22nd. There is no cap on no.of Colleges that you can select in choice filling.
