Most of the foreign universities insist on a 4 year undergraduate degree from India to be eligible for a masters degree admission. The other alternative they provide is you having finished a 3 year undergraduate degree + a 2 year masters degree in India before you apply for a masters in a Canadian university.

Now since, you have a 3 year BSc and 1 year PGD, you are eligible to apply for MS in US.

Yes, you can do that. But for applying in MS in US, you have qualify GRE/IELTS with grade band of more than 7-8 to get into good colleges.
