Dear Saptarsi,

Yes, you can apply for TNEA. You can apply through other state quota.

Other state candidates are eligible for admission to 50 seats that are offered by various departments of Anna University, Chennai, through TNEA.

In order to be eligible you must have passed your HSC or an equivalent exam with minimum 50% in Mathematics, Physics and Chemistry. For SC/ST candidates the pass percentage is relaxed to 40%.

I have checked Anna University website and it clearly states that the candidate must be from Tamil Nadu or his parents working in Tamil Nadu or if not from Tamil Nadu the candidate must have cleared class 10+2 from Tamil Nadu.

Of course,you can join TN clgs through counselling, even you studied out of TN..
You should submit your VIII,XI,X cerficate proof...while applying TNEA
