Yes, even students who are non residents of TamilNadu too can apply for TNEA counseling. But, there are certain eligibility criteria, which you must adhere to. For candidate like you, the applications will commence tentatively from the second week of June and there are some reservations too. However you can go through the following link to know about the cut off's and ranks for the previous years and calculate your chances of selection

I have applies for tnea counselling which closed on 31st may so should i proceed further ( i don't belong to Tamil Nadu)

If you have applied, then no problem. You will be alloted with a random number and called later. Your round of counseling will only be after the candidates of TamilNadu, like if they have it in first week of August, then yours will be around 2 nd week. Since you have seats reserved for you, you will not be put together with TN candidates.
