Hello Gayatri, you have a good rank, so congrats for that. You can definitely get a college and government college can also be acquired at this rank. Since you are Delhi candidate so number of seats are much higher for you was compared to outside Delhi candidate. And if you have your sc certificate with you, then don't forget to upload it with other documents during the counseling. You'll definitely get a government college.

Counseling is a very dynamic process, sometimes people with lower rank also get a good college if they wait till spot counseling. 

But you need to wait or worry about that. Try to sit for next rounds if you don't get a college in first round.
