First of all congratulations on your results. Since you have got a good rank and also have a plus point of reservation category so you can Mechanical in JNTU since there cut off is 15233 but unfortunately you cannot get ECE there.

In Au you can not get admission since there cut off is around 9000 for mech for sc students and for ECE it is 7500.

But you can try for another top colleges as well  as you have a great rank.

Hello candidate. As you mentioned that your rank is 12750 under SC category, there are many colleges where you can get admission. It is difficult to get ECE or Mechanical Engineering in Andhra University,as your rank is too high when compared to previous year cutoff ranks. You can get Mechanical Engineering in JNTUK.
