Generally cutoffs changes every year as it depends upon various factors like difficulty level of the paper, number of students appearing for the paper, performance of the students in the exam, etc.

But in general considering previous year cutoffs then i don't think you can get any government seat as last year the least preferred college was College of Agriculture Raichur under GMK category with the closing cutoff around 8400.
