As your rank is too high(not good), therefore you have not a fair chance of getting good college under GGSIPU. Another major problem is that  you are non - delhite. But, you have very little  chance of getting college, which may not be good , on the basis of previous year information. In 2018 the closing rank for non-delhite was 20055. You may get college under GGSIPU, but I think you  should go for other private college rather than taking that college. 

Afterall, choices are open up for you. So think and act wisely.
