first of all a very big congratulation for such a nice performance in IPUCET as hard work always pay off.you can get IPU college located in delhi region from EWS category.There is a financial scheme for the students under EWS category.you can apply there for financial requirements.

If your displayed rank is from EWS Category then yes you can get admission through EWS quota. But if it's from unreserved/general rank then you have to be a general candidate while applying as well. And then you can apply for lateral entry. In different colleges under IPU
