Seeing your rank and category, you may not get the preferred branches like CS, ETC and Mechanical in the top  5 IIT colleges. But excluding the top 5, you have chances to get admission in those one that come after the top 5. You may definitely apply for them.

Also,  the cutoff varies each year depending upon multiple parameters like seat availability at college, exam difficulty level, no. of applicants appeared and applied and also previous years cutoff trends.
