I attended first round counseling my rank is 1568. And my session started with 1501. Cse rr campus was filled. Ece rr had 116 vacate seats.  I took cse ec campus  and  its cutoff for first round as of today was 1580 or something .  So cse with 3000 is not possible  but ece in ec campus and other branches in rr campus is available. Except cse and ece

With reference to your query,  I would to  glad inform you that at your rank your chances are quite low of getting cse branch but yes their good chances of getting ece branch in PES university . I would advise you to go for ece as placement opportunities are same ,you can crack Tech-giants interviews if you have good coding skills
