It depends upon the JEE Main and JEE Advance cut offs, If You manage to qualify the exam by achieving the cut off, You can apply for JOSAA Counselling. It should be noted the cut off for EWS/SC/ST/FEMALES/OBC category is lower than the general category

If you manage to qualify JEE Main Cutoff, You would be eligible for JEE Advance which is the intake exam for IITs as mentioned above.


However It is usually advised to fill the choices as per the preference of colleges and departments, for example CSE in NIT Trichy is your priority followed by CSE in NIT Warangal, you can fill CSE at NIT Trichy at serial number 1 and CSE at NIT Warangal at serial number 2 and so on and so forth. However to get any NIT, you must have qualified JEE Mains and to get any IIT, you must have qualifies JEE Advanced

But the previous cut offs of colleges should be taken in consideration, it is better to research over the cut off of colleges then make a preference list of colleges and fill accordingly

Based on your category rank, under All India seat you might NOT be able to get into majority of NIT or IIITs under Other State quota. However, you may have a good chance in Home State quota depending on the state. As you have mentioned that jee mains rank is 37294 and you fall under general ews category. So, ews category has 10% reservation seats which might be beneficial for you. So, with this rank you can get into some NITs and IITs.
If you apply for home state quote i guess you will certainly qualify for some branches  such as textile, food processing, integrated msc, material science and metallurgy, etc.

You can get into new nits like silchar, meghalaya, agartala, sikkim etc as their general cut offs are also way too low.

Getting top Nits or IIITs is very tough.

But you have chances of getting Nits like Nit Silchar,Manipur,etc.

You can get admission in some new Nits and IIITs 

Also you can avail seats in Nits and IIITs through home state quota.

check the previous years cutoff to get better idea about the colleges.
