Now Coming to your query, Based on 2018 cutoffs, a general category student with 395 score you can't get any government college in any state not even under State quota and getting Private colleges also difficult for this score. But don't worry you could try for management quota seats. With 395 marks, you donot have any chance to get admitted in government MBBS or BDS college under all india quota in general category.
Although you have not mentioned your state but general category does not have such low cutoff in any state. Also, the cutoffs for this year are expected to be quite higher than previous year.
Only option left for you is to try for management seats of private colleges for MBBS/BDS courses.
