yes you can get free seat but only if you approach the college through the original conselling process..with your rank by participating your self into it with the procedure following like certificate verification etc..,if you cant approach your interested college through counselling and wanted to join inthat college only ...then you must go into it through management as well,,,Hope you will get free seat through counselling and all the best...
