Percentile and percentage are both different thing. Assuming that you have 45 percentile in JEE Mains. The seat allotment of Engineering colleges depends on various factors like Gender, Community , Category, Home state, etc. Without knowing all this , it is quite difficult to predict whether you could get any college or not.
However, with such percentile it is difficult to get Central institute like NITs, IIITs . I suggest you to apply for State level Councelling. You could get some colleges in that. Apart form this, you can also apply for private Engineering colleges.

Sorry to say but under this percentile you would not get into some government college but you would surely get into some private college in your state based on self financing
If you have another chance to give JEE mains then my advice is to take a drop for one year and prepare well for JEE mains.
