With 538 ,marks and assuming that you are from general category you should apply to the government college's of the state whose domicile you have ,or basically the state from which you belong as through state quota you will have higher chances of getting govt college, to all the other govt colleges in other states you will have to apply through AIQ quota which goes with very high cut off ranks and your chances will be very less.
