You have not mentioned the Category you belong to, so I'm considering it as General Category and giving information based on it. Cutoffs varies from year to year and depends on factors like number of students appeared in the exam, number of seats available, category, difficulty level of the exam, etc. So you can't get free seat for your TS EAMCET Rank based on previous years cutoffs and also your rank is more than 10,000, for OC/ BC Category candidates the Rank should be less than 10,000 to get full fee reimbursement. But your parent overall income do matters and that should be within the prescribed range. If you belongs to General Category candidate then you may get partial fee reimbursement if you get seat and if you belong to SC/ ST/ Minority then you may have chances of getting full fees reimbursement if you get seat and are eligible.
