You have quota only when you have proper format domicile certificate of that particular state.If you don't have domicile certificate then there is no point of quota .

If your birthplace is bihar then your paernts might have their resedential certificate of bihar and on that basis you can get domicile of bihar.

If your family is staying in Delhi for a long time then you might have got domicile of Delhi and then only you can expect for Delhi quota.

According to your marks you can get colleges in both the state .Also you can try for ALL INDIA COUNSELLING for 15% seats across all the states.

Which college you'll get depends on your category and domicile state.
