It will not be possible for you to get a Government college based on your percentile, but you can still be eligible for JoSSA counselling 2019 if you have qualified the cutoff of JEE Mains 2019 for your category.
To be eligible for JoSSA, you also need to score an overall aggregate of 75% in 12th boards and 65% if you are from a reserved category.
