Hi ! Yes, you are eligible for Jossa counselling. I think your 60 Percentile will stretch you a rank of 4 lacs- 6 lacs. With this rank you can't even get a government college, and if your luck is too good then you may get some bad government colleges. It will not be possible for you to get a Government college based on your percentile, but you can still be eligible for JoSSA counselling 2019 if you have qualified the cutoff of JEE Mains 2019 for your category.

To be eligible for JoSSA, you also need to score an overall aggregate of 75% in 12th boards and 65% if you are from a reserved category.
