I got 85.3 in jee main 2019 Am i eligible to apply for jossa counselling and seat allocation?

Sterlin, you cannot apply to JoSAA counselling. To be eligible for JoSAA counselling and seat allocation, one needs to secure more than the cutoff. And this year the cutoff was 89 .
