As IPU is taking from JEE mains marks so this is happening from this year only so we can't answer based on the previous year's cutoff , because there are'nt. But according to cutoffs assumed by the experts here is the scenario.

As you are Outside Delhi domicile so you won't be getting benefit for delhi quota. So it would be hard for you to get admission in Top colleges of IPUin CSE like, USICT, MAIT, MSIT are some top colleges of IPU famous for CSE and IT. But you can surely get some other good colleges like :

GB PANT GOVERNMENT ENGINEERING COLLEGE 

AIACTR ( goverment )

BVCOE 

Dr. Akhilesh Das Gupta Institute of Technology And Management ( earlier known as Northern India engineering College)

If you get MAIT, MSIT, BVCOE then well in good otherwise other colleges listed are'nt bad too.
