Yes, you can get admission in English hons since you belong to SC category. However, you might find difficulty in getting colleges in first few cut offs, but you can expect colleges in third or fourth admission cut off. Following are few colleges where you can get admission:

If you belong to the SC Category, you might be able to get into BA Hons English in a few DU colleges. The chances are very slim that you'll get into it though, since DU boasts of very high cutoffs in English.

Based on DU UG 2019 cut off http://du.ac.in/adm2019/Cutoff.html it is difficult to get admission in BA (Hons) English in any college with 71% aggregate in best four subjects under SC category. You need to score minimum 75% marks to have decent chances of getting seat. But cut off changes every years depending on number of candidates applied, number of seats available and various other factors.
