• Admission to NITs/ IITs/ CFTIs participating via Central Seat Allocation Board will be based on AIR (All India Rank).
• Also, you must have secured at least 75% marks in 10+2 exam or be in the top 20 percentile in 10+2 conducted by the respective Board. 
• If you belong to SC/ ST, the qualifying marks in 10+2 is 65% or more.

The eligibility criteria for appearing in JEE mains exam for 2020 is -

Candidates should have obtained a minimum of 75% marks in class 12 or equivalent exam or they must be in the top 20 percentile in their class 12 examination. For SC/ ST, the eligibility is to obtain a minimum of 65% marks in class 12 or equivalent.

Thus if you are in top 20 percentile of UP State Board then you are eligible to get appear in JEE mains exam  and eligible for admissions.
