First of all Congratulations.

Yes you can absolutely get some good colleges with a rank of 7K even you have a domicile of Bihar.

I am also from bihar and i had scored 6400 rank in general Category, so i have a fair amount of experience which i am going to share with you.

One thing to keep in mind is that almost all the branches have cutoff lower than CSE or IT in most of the cases , so if i mention that you can get CSE or IT , that automatically means that you can get rest of the branches too.

Now with a rank of 7K , you can get IT in IEM, but not CSE(maybe you will have till round 3),

you can get IT in Heritage Institute of Technology but not CSE(maybe in round 2),

You can get CSE and IT in Techno India Saltlake , Haldia Institute of Technolgy.

These  are a few top colleges you can get admitted in. Apart from these there are a number of colleges with lower ranking that you can get such as UEM , UIT burdwan etc.
