I don't think it will be possible to get NIT, Patna in any brach based on previous year cutoffs for obc category.

For NIT Patna, you need to secure a rank below 15000, then only you stand a chance, but you can try for a different NIT.

As you are female candidate from OBC and you are under home state category for NIT Patna.

You may get NIT Patna Civil Engineering, but not for sure.

If you wait untill the special round you may get, because you rank is very high. 

With your rank you may not get any other NITs under other state quota. So, its is better for yoou to wait untill special round completes.
