In order to accept a seat, it is compulsory to pay the seat acceptance fee. Now, you are out of the counselling I think as not accepting a provided seat ousts you from further rounds. Look for other colleges now. Do not waste time as its already getting late. You can also confirm this thing looking into the rule book on official website.
