You will be able to appear for B-category counselling of Telangana and if you get a seat their then you can definitely join it even if you got allotted an A-category seat and you do not report for it. See if you don't report for any seat then it means that you are not at all interested to join that seat and you want to go further so it is absolutely fine if you do not report for allotted seat. You will still be appear for further rounds of counselling of Telangana.
