1) Now according to your rank and your state,You may get IT in NIT Jalandhar in last rounds of councelling. You might also get CSE in NIT Jalandhar in special rounds of CSAB councelling.

2) Now Thappar University is very very good university but so is the fee structure of this university. If there's no any kind of financial issue,you can blindly go with this university as this is the best in terms of placements, infrastructure, academics etc. But suppose you got CSE/IT in NIT Jalandhar,Then according to me you should go with NIT as it is the national level institute and has more brand value.

3) CS Vs ECE: Now both are different branches with very small similarities. CS deals with the computer softwares, programs,how to talks with Computer and perform any operations using different algorithms etc. If you want to build your future in software development/coding etc,you should go with this bbranch. ECE deals with the Electronics components in any device like semiconductors,transistors,diode and Communication deals with the transmission of signals using different methods.

Now talking about placements,So generally CS has better placemants than ECE but main thing is your interest,if you have interest in any branch don't look on placemants just go with your interest,you will get better opportunity ahead.
