Hello,

The eligibility criteria to participate in UPSEE spot counselling is as follows

A candidate who was not alloted a seat in any round is eligibile.
A candidate who could not participate in any rounf of counselling is eligible.
A candidate who did not confirm the seat which was alloted in any previous rounds.

So, if you have not confirmed your seat which was alloted to you then you can participate in spot counselling.
