Hello aspirant,
You may take admission in JMI with Civil Engineering and wait for your desired branch but my advice will be to attend some other college that is offering you your desired branch already. In the second , you will get to study your preferable branch no matter what, but if you take admission in JMI with civil engineering and do not get your preferable branch in the coming rounds, you will have to continue with something you are not interested in at all. However, choose wisely.
