The option to generate RUC code is available only if your application is accepted. As you have mentioned, your application is provisionally accepted. That means that the verifying council has not gone through the documents yet and if there is any error in the application or any other discrepencies, then there are possibilities that your application will be rejected by the council. So, unless the application status shows"accepted", you wont be able to generate your unique code required for furthur process of payment.
