the answer is yes !! you are eligible.

IIT JAM for MSc chemistry eligibility requires the following -

The student must have completed their graduation from a renowned/ recognized university

applicant must have studies 3 years or 6 semesters in chemistry

This criteria is only for MSC chemistry. For other branches, the eligibility changes.
