It has been clearly stated in the documents required section of Counselling that you need to provide your Category certificate during the time of counselling and failure to do so will result in your seat getting cancelled in that particular category. However you can state your issue to the present authority during the time of verification and see whether they can help you with a probable solution. However it is recommended that you somehow manage to have your certificate during the time of counselling to avoid the risk of your seat getting cancelled.
