No , you cannot use obc non creamy layer.
To be eligible for obc non creamy layer or obc ncl, your family income must be less than 8 lakhs per annum ,
but you fail to fulfill this criteria as your father's income is 20 lakhs per annum i.e more than 8 lakhs per annum,
Thus, you cannot use OBC non creamy layer
