I have 3years gap between 10th and 12 & 1year I failed in class 12. Now passed out from NIOS with 80% score.Am I eligible for Jee advance ?

Yes certainly , Also minimum required board percentage for giving Jee Advance will also be decided according to top 20 percentile . For CBSE students minimum required board percent to give JEE exam is 75 percent .

Any individual shallbe eligible if he has attempted first try in 2018 or 2019in grade 12th.

Since you have attempted first attempt in 2017 and must have cleared cin 2018  you shallnot be eligible for Jee Advanced.
