Actually the percentage is less for even Phd category. The relaxation is generally given in age but not much in pass percentage. So chances of being called for a PSU is less as they generally ask for 60% or above in the graduation. I cant concretely say that you wont be eligible but if the general trends of these past years are considered, then the chances of getting a call is low.
