Only few of papers are differ otherwise both are same. you get B.E degree for CS ,you get B.Tech for IT thatsall.

CS is the best branch then IT because CS includes both software and hardware but IT includes only software.so,in CS you have chances for both software and hardware.you can go for it.

It's a good question for someone who is interested in programming to ask. According to me , CS is mostly about understanding the inner workings and concepts behind programming and computers whereas IT is more about applying these concepts in real life.
Now for choosing one , it all depends on you because to decide which one is best is all depends on what's your definition of 'best '.
