With a rank of 18093, and general category you might get admission in National Institute of Technology Hamirpur, and at your rank you might get the following branches there:

• Chemical Engineering
• Civil Engineering

So to answer your question, yes you can get into NIT Hamirpur, with ECE but you might not get a CSE seat.
