Hello,
Yes you are eligible to appear for both the jee mains exams as this is going to be your third attemp for jee mains.But keep in mind that you are now not eligible to appear for jee advanced entrance exam

Yes, There will be two times Exam for JEE Mains from 2019 onwards.

Date of online form filling- 1 to 30 september 2018
In january 1st tier exam will be in 8 seating from 6January to 20 january 2019
2nd Tier exam will be from 1st to 3rd week of April 2018
1st Tier Result will come out in 1st week of February 2019.
Form filling for 2nd tier exam will be start from 2nd week of Feb 2019 to last week of Feb 2019.
Exam will be conducted by N.T.A(National testing Agency) for JEE Main but IIT JEE ADVANCE will be conduct by still one of 7 old IIT's.
Now JEE Mains exam will be only in online mood ,not offline
