it will be my third attempt in 2019 jee mains can i give both january and april papers?

from the information received till date, i don't think you are eligible for both attempts. you have only one attempt remaining still some notifications are yet to be released.

Still notifications are not yet confirmed regarding the examinations in January but yaah surely you are eligible to take examination in the month of April.
