Hello Aspirant,Hope you are doing well

No,you can't attend the entrance exam in manipal university for phase 2 exam based upon the application for phase 1 .If you want to attend the test in Phase 2 you have to freshly apply for the entrance test by filling out the form and by paying the prescribed fee.
