Jossa -  joint seat allocation authority, is responsible for giving the admission into IIIT, NIT, IIT and GFTI.

Anyone who has given JEE mains 2020 can sit or participate in josaa counselling 2020.
As you have secured 218000 rank in your jee mains 2020 ( assuming from general category as you have not mentioned you category), then yes you can participate in josaa counselling but that chances of getting the colleges are very difficult.
Now if you belong from home state quota then you may have a chance to get NIT Sikkim or NIT Mizoram or any other low Nits till last round.
But if you are an other state student then, you cannot get any NIT with this much rank even in josaa last round counselling.
But still you must try your luck by participating in josaa counselling.
