It's very tough to get an nit or Iiit at your rank.still you can go for special round to get some north eastern nits such as nit meghalaya, nit Sikkim, nit tripura, nit manipur.
You can also go for hbtu Kanpur as it takes admission from Jee mains score. You can get food processing there till last last rounds

No, IIITs have cutoff ranging from 10000 to 45000 for EWS students. You won't be able to get into any of them based on your rank. You can try for other esteemed colleges like NITs of certain regions and many private colleges. EWS quota might be helpful in some of them.
