Hi Alyssa
Yes you can secure a seat in RMLNLU with this rank. As for state SC the cutoff rank for BA LLB was 9714 so according to this you have fair chances of getting a seat in this college. Go through the below link and have a look through the cutoff variation for differeny counseling rounds.
