I have got allotment in round 1 and also paid the seat acceptance fee .What should I do next to withdraw my seat and refund the fees?

You don't have to do anything at all, if you get a higher allotment in the 2nd phase, the seat acceptance fee will be directly transferred to the respective college. If at all you pay the fees and in the end don't choose any of the seats, CEE will refund you the amount after the allotment, preferably in the month of November.
