No that is not the case at all. If you have got rank 4610 in jee advanced and you have the reservation of SC category and have qualified AAT exam, then you can apply for IITs or IIITs . But choose your college very carefully during seat allocation as if you choose college for higher preference first you might not be able to get it with your rank. So select accordingly. I hope it helped
