Yes you can change your quota status for reattempts, you would need to write an application to the authorities mentioning your new quota and specify your new quota when your register for Jee main 2018.

When it comes to counseling you shall be asked to provide original caste Certificate by qualified authorities in the prescribed format.

Secondly, to avail the benefits of reservation, candidate will be considered as OBC only if he or she belobgs to non creamy layer category.
