As your parents Shaniwar living in state of Delhi so your domicile certificate should be from Delhi.for OBC certificate have to apply to the central authority for OBC caste certificates of Delhi. Certificates of OBC from that Central Board of Delhi will be eligible for taking admission in any of the states like in Jharkhand under the Jharkhand academic Council board.
