Well what you are saying i don't think it is possible . You are saying that you have got more than 12 lakh rank. And still you want to take cse and that also in government college. Well with this rank , if you had any category also then also i don't think that government cllege was under your reach. So you better join any private intittute, or if you want to go for government college then try for lower branchh.

If the figure that you have mentioned above is your rank in OJEE 2019 then it is very difficult for you to get any colleges to be honest. Even with any sort of Quota it is difficult. Still you should try if you want to give it a shot but government colleges are not under your reach. Maybe look for some private colleges as an option.
