As you have not mentioned which category hence I am considering here as general category. For general category you are not eligible for josaa counselling. Below is the eligibility criteria:

• Candidates applying for admission through JEE Main 2019 score must have secured higher marks than the cutoff of JEE Main 2019 for Paper I

• Candidates must have qualified Class 12th or equivalent examination with Physics and Mathematics as compulsory subjects along with one of either Chemistry/Biology/Biotechnology/Technical Vocational Subject as optional subject

• In order to get admission to NITs, IIITs and GFTIs, general category candidates must have secured minimum 75% aggregate marks while reserved category candidates must have secured at least 65% marks

Hello,
Yes you are eligible for Jee main JOSAA counseling process. But going for the counseling would be a waste of time and energy. You will definitely not get a seat in any government colleges for engineering through JOSAA counseling.

Please go for some of the best private engineering colleges in India instead
